Power when off

I was wondering if there is a way to get power in my 2017 Soul EV while the car is off. I am able to do it in my Buick, but not with the Soul.

Use a powerbank USB instead (8x 18650 = 28Ah) .

it can charge when the car is ON ... during the drive.

and no, the High-tension battery are only ON (high power contactor for the 400v DC) with key inside the car.
