wont charge at home

i have a brand new soul and it charges at the dealership and othere places but it wont charge at home. does anyone know what this problem is. it is weird when i plug it into my neighbors house it works fine does anyone know what the problem is or has experienced this issue.

Earth link missing (at your plug).

You can not charge when earth wire is more or less noisy than 12v AC ... because the PILOT that command the onboard charger in the car use the EARTH wire for the 0v (GND) of the PILOT command.
