How does the speed limit recognition work

I have a 202 Soul EV. I am told by my car dealer that it works by a camera looking at the road signs. I don't believe it, or otherwise it is incredibly bad at doing it. I've had a Ford Galaxy before which did this and it was almost always correct.

In my 2016 I'm pretty sure it's part of the navigation/maps data. So it's only updated when the maps are, not dynamically determined at all.
