Battery Bars full until I hit 87%

I have full battery bars until I hit 87%. Is this normal? Are the bars more representational of how much capacity you have left or the percentage?

This is normal. The topmost segment (Seg18) turns off at (or stays on until) 88% during discharge, and turns on at 90% during charge. From Seg18 and downwards all other segments are switched at 5% intervals. Why, I don't know, but the service manual tells so.
