It looks like a DIY job. Mostly because of the bundle of wires.

I guess it can be used for anything inside the car. Loading the battery seems a bit far fetched. Perhaps the 12V battery.

In some Toyota Prius models there is an option for a solar panel on the roof. That panel can drive a ventilator to get hot air out of the car when it is parked in the sun.
