If I understand right, the MY2018 Soul have much less buffer for battery degradation?

I guess differently to you. We won't know for sure until this car actually becomes available.

This is achieved by
Increasing the number of cells by 4% (from 196 to 200)
Improving the cell capacity by 7% (from 75Ah to 80Ah)

We don't know what the total energy capacity is but from these figures I don't think the have changed the ratio of unused capacity used as a buffer at the top. It seems reasonable to assume an 11% increase in total energy capacity. (from 30.5kWh to 33.8kWh)
 
From my seller : new Soul EV (30kWh) available for a delivery in 5 months (september 2017) in Europa Zone.
Orders opens this week (or take a 27kWh now ... to drain stock on country).

The price bump, too ... IoniQ Electric 28kWh is at the same price than the Soul EV 30kWh (for the same ultimate option : leather seat and full options).
